The overall responsibility for the strategy lies with the Steering Committee. Members of the Steering Committee are:

• Ministry of Economic Affairs (Netherlands)
• Ministry of Economic Affairs, Industry, Climate Action and Energy of the State of North Rhine-Westphalia (Germany)
• Department of Economy, Science & Innovation (Flanders)
Industry
• VNCI
• VCI NRW
• Essenscia
The responsibility for the actions within the three working groups lies with the chairs of each policy field. The Interministerial Team of government officials support the whole process.
